China's International Leadership and the G20 Hangzhou Summit


Professor Pang Zhongying Delivered a Lecture at 12th Session of Zhejiang Humanities Forum (ZISU branch)


In September this year, Hangzhou will become the center of global politics and activity, and the world's most important leaders will gather in Hangzhou, which is the most important activity of China in 2016. The summit also makes Hangzhou into a world-class city. On March 31, there were no empty seats in the auditorium of Wensan Road Campus of ZISU, since Professor and PhD tutor Pang Zhongying, a famous scholar of contemporary international political of Renmin University of China, delivered a lecture at 12th session of Zhejiang Humanities Forum (ZISU branch), which is also the first lecture of Zhejiang Humanities Forum in 2016. He delivered a profound and wonderful lecture on the topic of "China's international leadership and the G20 Hangzhou summit". Zhao Fa, deputy secretary of ZISU, presided over the lecture.


Before the lecture, Zhao Fa invited Prof. Pang Zhongying to be a visiting professor on behalf of ZISU, and issued a certificate of appointment. Pang Zhongying said he is very pleased to become a member of ZISU, and hopes to contribute his wisdom and strength for the development of ZISU.


 In the lecture, Prof Pang Zhongying illustrated the relationship between China’s international leadership and Hangzhou G20 summit in a simple but profound way, from four aspects of "what is G20" "why G20” “where is G20 heading to" and "China and G20: past, present and future" .


Pang Zhongying believed that faced with domestic and global changes, Chinese diplomacy also needs great changes. China became the chairman of Hangzhou G20 summit, which represents the relationship between China and the world, especially the relationship between China and world order has entered a new stage. This is a landmark event, which also makes Hangzhou become the center of global activity again.


“‘Leadership’is a very important issue in international relations and the international leadership is also one of the most important international powers. In the specific historical period, China proposed a "low profile" or "do not take the lead" foreign policy. But there is no unchangeable thing in the world, so does the pattern of the world, thus China's diplomacy has changed a lot; "do not take the lead" foreign policy should also be made corresponding adjustments. China's decision to host the summit of the group of 20 countries is also a manifestation of this adjustment.” Pang Zhongying made a vivid comparison, "on some issues, China was like a ‘passenger’, accepted the leadership of ‘driver’. But now as a real world power, China can not merely listen to the 'driver', because the destination of 'driver' is not necessarily the place China would like to go.” Pang Zhongying said that China needs to talk with the “driver” to ensure the interests of the passengers.


Pang Zhongying believes that the G20 Hangzhou summit will provide the world with Chinese plan. The status and role of the G20 is irreplaceable, so the G20 should advance with the times, and transfer from crisis response to long-term management, from focusing on short-term policy to long-term policy, so Hangzhou summit is expected to become a new starting point for the transformation of G20.


After the lecture, Professor Pang Zhongying also had a lively interaction with the audience.


Zhao Fa presided over the lecture and pointed out that most of today's audiences are ZISU volunteers for the Hangzhou G20 summit, through the previous training, students have got certain understanding about the G20, but Professor Pang's lecture made students have a more profound understanding of G20 from the perspective of international governance. He hoped students could learn seriously and experience carefully and lay a solid theoretical foundation to serve the G20 better.


More than 400 people listened to the lecture, including directors of relevant departments, G20 volunteers, members of the Research Society of socialism with Chinese characteristics and Hangzhou citizens.
