On May 11, Zhejiang Education reported the difference in foreign affair works of several universities of Zhejiang Province(including ZISU) after the decentralization of Zhejiang Department of Education, with a title of “improvement of efficiency needs the effort of all levels——the difference of foreign, Hong Kong, Macao and Taiwan affairs in universities after decentralization”.

Not only will the approval right of foreign students be exercised independently by universities, but also the approval process of foreign teachers will be more convenient, and at the same time, universities will have more autonomy to conduct international cooperation programs.

“The hire of foreign cultural and educational experts fully reflects university’s willing and autonomy; the approving process is simpler, which is helpful for university to invite, hire and keep experts around the world.” The deputy director of Division of International Exchanges and Cooperation of ZISU Yang Liqian said that when ZISU invite foreign expert to work, the approving process needn’t be admitted by Zhejiang Department of Education anymore. Under this kind of policy settings, ZISU increased the investment in introducing foreign teachers in recent years. ZISU hired 16 long-term foreign cultural and educational experts in 2014, 30 experts in 2015, and will increase the investment in 2016 according to the plan.
